Frances is a qualified solicitor, (admitted 1990) with an extensive background in Further and Higher Education and Local Government. Prior to the last 6 years as CEO and Principal of North East Surrey College of Technology, (Ofsted 2023 rated Good), Frances was CEO of Epsom and Ewell Borough Council for 9 years.

Frances also has significant experience on a range of high profile boards, including the Local Enterprise Partnership, Coast to Capital, Nescot Enterprises Ltd, and chaired the Gatwick 360 Skills Board, and is also currently a Trustee at the Community Foundation Surrey.

As a Deputy Lieutenant for Surrey, Frances chairs the Lord Lieutenant’s Business Group, actively advocating for skills for young people and business.

Frances is also an active Further Education Commissioner appointed CEO mentor and co-founder of FutureMakers, a CEO peer development programme.
